Clarification on Consent to Share and COIs

The following clarification came from AzEIP:

 

  1. Do we need to complete a Consent to Share EI Records for the AHCCCS Health Plan? If a family signs a Consent to Bill Health Insurance, would that also be considered as a consent to share records? If both consents are needed, would you explain why? Private insurances only require a consent to bill insurance, not a consent to share.  ANSWER:  No additional consent to share records is needed if the family consents to using insurance.  The COI includes a statement about consent to release any information necessary to file a claim with the health plan.

  2. If a consent to bill insurance was completed at the initial IFSP on 2/1/18. The services identified at the time were SC and OT. The team later completes an IFSP addendum on 4/8/18 to add SLP service. Does the SC need to complete a new COI since SLP service was not part of the initial IFSP?  ANSWER:  No additional COI is needed.  However, a new AHCCCS Member Service Request may be needed to request a prior authorization for the newly added service.
